Sheff Wed Confronts Serious Challenges, States Football Regulator

'Our role is integral to football's future' - newly appointed regulator the regulator's chair

The team's ongoing struggles constitute a "serious issue" and the independent regulator is seeking powers to look into club affairs in such situations, the newly appointed chairman David Kogan has stated.

In a wide-ranging interview, the chairman, who was recently selected, showed understanding towards Wednesday's fanbase.

The regulator engaged with four supporters' associations representing the football team this week.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on multiple instances, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the historic institutions for football in England and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they warrant scrutiny and dealt with."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with prospective buyers.

Missed wage deadlines on time in spring months resulted in restrictions being imposed by the English Football League (EFL) in mid-year, preventing the club from carrying out any transfers or loans for the next three transfer windows, although the ban was rescinded in late summer.

Official's Viewpoint

The regulator explained: "The position was created for the Owls followers, teams facing challenges where fans are dedicated to a local institution that has represented their community in many cases.

"I fully appreciate Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the supporters."

When asked if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and understand the situation, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the oversight body would choose to work with them.

"The final option we would consider is start getting involved with an particular organization, an individual owner, without being in a position to cooperate with that owner to try and resolve the challenges confronting the team and the owner's facing," the regulator explained.

"However, realistically, when you examine the past of the game, over the past few decades there have been certain proprietors, a small minority, but some who have been irresponsible in the approach they have taken toward their teams and eventually don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to detail the scope of the authority recently and stated it constituted a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made could disappear incredibly quickly," the chairman stated.

"This represents everyone's worst fear in the terms of English football is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money coming into football and has come into football for the last 20 or 25 years, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."

Premier League Concerns

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the elite league.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of England. But at the same time, if you engage with division representatives after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a high level of reassurance."

Political Connections

Kogan is still facing a "thorough examination" by the public appointments commissioner after he revealed he contributed money to the political party in 2020.

The chairman contributed funds to government minister the politician's campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any form of political activity."
