The Collapse of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: positive announcements are issued from multiple capitals. Considerable effort is devoted on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability afforded by current data. From witness perspectives, defense planes that had been deployed to intercept incoming aerial threats flew past – modern combat jets provided to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, probably provided by Western nations. Every firing shakes the surroundings, shaking the windows. The brief panic quickly becomes grim resignation: maybe the incoming missile won't strike its target this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a defensive team – probably imported technology. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its target.

With pauses, this persisted until dawn. Kyiv faced the early updates: multiple fatalities, destruction and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a need that European nations are evidently unprepared to fill in the near term.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, persist.

Political Considerations

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington works based on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unrealistic to force Russia to abandon the areas that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does little to deter Moscow, through statements or actions, from believing that the situation will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but preventing a total frontline collapse until situations evolve in its benefit.

Present Conditions

Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a just a single week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
